October 21, 2008 — At the regular meeting of the Inola Town Trustees, the board was presented a document from the Inola Volunteer Animal Rescue organization terminating the lease agreement between the Town of Inola and IVAR.
The agreement was entered into by the town and IVAR on Aug. 11, 2008, with a 30-day termination period authorizing IVAR to build an animal shelter on city property that had been purchased for a cemetery site. At the previous trustee meeting the Town Administrator Michael Martin advised that before Inola could provide electricity and allow the shelter to be built on the cemetery property that it would have to be rezoned and platted.
Patrice Jones, with IVAR, in the informational tetter accompanying the termination agreement informed the town that the organization is still planning on building an animal shelter but it will be built on donated land. In the interim while the building is being constructed, the dogs presently housed at a location behind Inola Casting Works, would be moved to a temporary location and this move would be completed by Nov. 30.
IVAR also proposed entering into an agreement whereby in lieu of the town covering utilities, mowing, etc., as previously agreed upon in the terminated lease agreement, they would ask the town to authorize them to serve as the “town” shelter and take all of the city’s animals for an agreed upon fee (to be determined). IVAR also asked that the city allow them to serve as Inola’s Animal Control Board (similar to the current Library Board) and make recommendations to the city re policies, procedures, rules and regulations in dealing with the animals currently picked up inside the city limits. IVAR said that they did not expect this decision to be made at this meeting, however, asked the trustees to take it under advisement and let them know of their decision at possibly the next meeting. Resolution R-07-09 requires that the town is required to provide an animal Shelter and provide proper sustenance for all animals impounded.
Michael Martin presented a bid by All American Imports to sell to the Town of Inola for their Public Works Authority two vehicles for a combined sum of $10,000. One vehicle, a four-wheel drive, would be used for meter reading, etc., and the other one, a two-wheel drive would be used for work done at the cemeteries. It was suggested that some of the funds could be taken from the Cemetery Board money with the funds they have to operate. Trustees accept the lower bid from RCB Bank for these funds at an interest rate of 4.99%.
Total checkouts for the month at the Library were 844. New items added this month were 76.
An agreement was approved between the town and Kellogg Engineering, Inc. for engineering services. Martin said that work was being done on the drainage problem, specifically water that goes down Green Valley Road.
An executive session was held to discuss the employment/job performance of the Town Administrator. No action was taken following this session.
