Request for Proposal Annual Auditing Services

The Housing Authority of the Delaware Tribe of Indians (HADT) is accepting proposals for an Auditor to perform a financial audit for the fiscal year ending September 30, 2010. Audit shall be completed and submitted no later than January 31, 2011 Contract for audit services shall be in accordance with the Native American Housing Assistance Self-Determination Act (NAHASDA) of 1996. With NAHASDA regulations and our Procurement and Indian Preference Policy applied. The Auditor must be responsible, qualified and must be able to perform the audit in accordance with the single audit guidelines. Perform a full scope audit and be conducted in accordance with the general accepted auditing principles, and in accordance with the government auditing standards issued by the Comptroller General of the United States. The audit must meet the requirements of Circular A-133, issued by the federal Office of Management and Budget (OMB), and the Single Audit Act. The report package must include: Financial Statements, Schedule of Expenditures of Federal awards, Summary Schedule of Prior Audit Findings, Auditor’s Opinion on the financial statements and major programs, Report on compliance with laws, regulations and the provisions of contracts or grant agreements, noncompliance that could have a material effect on the financial statements Schedule of Findings and Questioned Costs, Corrective Action Plan, and the Data Corrective Action Plan, and the Data Collection Form. The Proposal shall include the option for (3) three year period. Proposals will be accepted until the close of business (COB) on September 7^th, 2010. Facsimiles will not be accepted. Prospective Proposers will be required to request and receive a complete set of proposal documents in order to submit proposal.
