CLAREMORE — The Rogers County Commissioners may have citizens wondering if they should take a second look at the creation of the E911 Center Trust Authority.
This is the second time the board has approved the formation of a trust and the second time bylaws have been approved.
“I am submitting a trust indenture request,” E911 Director Janet Hamilton said. “This has been sent out for all entities to review and they have submitted input.”
Just six months ago the board was having the same discussion and ultimately the conclusion was to move away from a trust and to an advisory board.
“I recommend that this trust be approved by the board,” Hamilton said.
Commissioner Kirt Thacker questioned Hamilton about the trust.
“Was this a collective effort of all the agencies,” Thacker asked. “Were they all in agreement with the changes?”
Hamilton advised the group was in agreement with all the items presented.
This time things may be a little different as the advisory board called for the creation of the trust just a few weeks ago.
This comes after multiple discussions with area fire, police and EMS departments and the withdrawal of some of those agencies from participation in the center.
The only concern that was raised by participants during the advisory meeting was the issue of a medical director being seated on the trust.
The medical director would serve a specific function on the trust, but the potential for a conflict exists, as that individual would issue opinions.
The final version that was presented Monday to the commissioners excluded a medical director from the list of trustees.
“We removed the doctor from the trust and added two additional mayors,” Hamilton said.
Instead, the trust will be comprised of one county commissioner, two participating fire department representatives, two participating law enforcement representatives, two mayors from participating municipalities and one EMS director.
The members will be appointed by their peers, according to Hamilton.
In the future, any changes that will be made to the trust will be done by its members, she added.
