Fiscal year draws to close Commissioners open bids

June 12, 2009 — As the fiscal year draws to a close this month, county commissioners are handling long agendas of routine contract renewals and other yearly business. Monday, commissioners also opened bids on a number of items.

Contract renewals include a number for juvenile detention services. This week contracts with Canadian, Texas and Cleveland Counties for juvenile detention services were approved.

In addition, monthly claims were approved for Alternatives to Detention/Transportation to the Office of Juvenile Affairs for April for $6,882 and for attendant care for juveniles to Nick Epperson for $1,830.

Advantage Green was hired for grant writing services for the Energy Efficiency and Conservation Black Grant Program, part of the American Recovery and Reinvestment Act of 2009. Advantage Green’s proposed fee is $3,475 or 1-percent and is collected contingent upon the county receiving the grant. If the county does not receive the grant, there is no payment. If the county receives a smaller portion of funding payment is decreased accordingly.

In regular business, blanket purchase orders were approved for District 3 to R&S; Auto Parts $750; Sheriff’s Jail to District 1 for fuel $300, D2 $300 and D3 $500. District 3 is the closest to the Sheriff’s Department and receives the highest amount of fuel purchases. A blanket PO for Sheriff’s Jail was also approved to Froman Oil for $300.

Sheriff’s General account purchase orders were to Froman Oil $2,000, D1 $2,000, D2 $2,000, and D3 $2,000 for potential fuel purchases.

According to state law, the county must take out a blanket PO with the anticipated expense encumbered. When the month’s billing comes in from the provider on this regular expense, payment can be made.

Blanket POs are used on regular, anticipated expenses such as fuel or food purchases for the jail.

“It’s working great,” said Capt. Mike McELhaney of the new fuel agreement with the county barns. By purchasing fuel through the county yards, the Sheriff’s Department is saving money and making use of the convenience of three fueling locations available round-the-clock.

Commissioner Kirt Thacker said he appreciates the law enforcement presence as well, though his barn was broken into Sunday night. Thacker said a generator was taken. Security tapes are being reviewed.

Commissioners also approved the annual designation of County Depository Banks for 2009-2010. Banks are from around the state including from Oklahoma City banks: State Treasurer, Liberty National Bank & Trust, First Interstate Bank of Okla.

Banks from Claremore include: 1st Bank Claremore; IBC Bank, Grand Lake Bank, RCB, NEO Credit Union, TTCU Credit Union, and Bank of Commerce.

Other Rogers County banks are Bank of America, Catoosa; Lakeside State Bank, Oologah; Bank of the Lakes, Oologah; Bank of Chelsea; First National Bank of Chelsea, and RCB-Inola.

Thirteen bids were opened Monday. Asphalt prices are down and steel prices are leveling out.

Commissioner Dan DeLozier said he is taking advantage of the lowered asphalt prices to do a 6-mile stretch of road in his district.

Unfortunately, DeLozier said revenue from one-cent sales tax has also been down for the past two months.

It is uncertain at this time what the projected revenue will be for next year’s budget, but as the fiscal year ends June 30 county officers are turning in their budget requests. A proposed budget should be on an upcoming county agenda sometime soon.

Monday, the following bids were opened and action taken:

• Publication of Proceedings: Inola Independent $2.15 per published inch; Claremore Daily Progress $2.15 per published inch; Oologah Lake Leader $2.25 per published inch; Chelsea Reporter $2.25 per published inch; and Neighbor Newspapers, dba Catoosa Times, $7.70 per published inch.

Bid was awarded to lowest with other bidders having the option to match that price and split the publication months.

• Election Ballots: one bid received from Mid-West Printing Company in Sapulpa. Award approved.

• Janitorial Services for Rogers County Health Department: L & M Superior Cleaning Services, Inc., for $1245.00 per month; WOW Janitorial, LLC, for $1390 per month; Bonus Building Care, $1150 price per month; City Wide Janitorial Services, LLC, $1200 per month; and Jani King of Tulsa, $2709.10 per month.

The bid was tabled for one week so Health Department officials could them over.

• Rock bidding included: Pryor Stone, Inc.; Material Service of Oklahoma, Inc., Apac- Oklahoma, Inc.; Anchor Stone Company and Greenhill Concrete.

Various sizes and prices were bid. Commissioners awarded the bid to “closest and best.”

• Hot Mix Hot Lay asphalt types A, B, and C, and Insoluble Chat were bid by: Lobo Holding, Inc., dba Lobo Asphalt at $32.85, $38.38; $39.40 $48.38; Apac-Oklahoma, Inc. at Claremore plant $40.30, $42.80, $45.50, $48.20, at Vinita $42.60, $46.20, $48.70, $49.70, and at Tulsa $37.40, $41.80, $43.70, $45.70; and Becco Contractors, Inc. at $47.32, $48.32, $50.32, $53.32.

Awarded to “closest and best.”

• Liquid Asphalt bid by gallon bidding a variety of products: Ergon Asphalt and Emulsion, Inc. at $1.82, $1.75, and $227; Vance Brothers, Inc. at $171 and $1.82; and Coastal Energy Corp. at $1.88, $1.91, and $2.70.

• Grader Blades including carbon steel and tempered: Kirby-Smith Machinery, Inc. $87.43, $96.25; Keystone Equipment Company $84.02, $88.72;

• Used Steel Pipe at various sizes and prices: “No Bid” from Water Products of Oklahoma, Inc.; Highfill Pipe; The Railroad Yard; Sunbelt Equipment & Supply; and Wheeler Metals.

Bid awarded to Highfill Pipe for pieces of individual pipe and accept all other bids as presented closest to the work region and first available.
