Rogers County Commissioners approved a Memorandum of Understanding Monday between the county and the Oologah-Talalah Emergency Services (OTEMS) District, appointing Director of Operations Kelly Deal and MPH-Assistant Director Brandi Pond to serve as Emergency Management Director and Assistant Director respectively until a permanent qualified director is hired.
